Can't POST after failed OC

Ruh roh. Tried to OCing my 1950x to 4ghz @ 1.375v and got a BSOD while testing in p95. I waited a while for it to auto restart and eventually just manually restarted. That's when it didn't POST. Tried clearing CMOS via the MB's clear CMOS switch but still won't post. Going to try and clear now via taking the cmos battery out. Did I fry my CPU?
 
It was the motherboard.

Now I'm wondering if I should continue to use this CPU in a money making operation. I believe I cleaned it well with Arctic Silver 2 step solution however the fact that I touched the back of the CPU at all has me a little freaked. I ordered another CPU when i ordered my replacement mobo just in case the CPU was also bad however it doesn't arrive until tomorrow. So now the million dollar question is should I continue to use the old one or go ahead and replace it with the new one?
 
I did try the old CPU which is how I know the old mobo was bad. Computer booted up fine and the brief amount of operation I observed last night before bed seemed normal. My concern is what will happen 3 months down the road?
 
As I'm begining my work day I'm starting to notice that normal operation doesn't feel as crisp as it did before this whole debacle. Mainly there is a noticeable lag that happens randomly but consistently during normal interactions. I'm thinking I should just go ahead and replace the CPU. Thoughts?
 
Looks like the visual lag was caused by my graphics driver. When first booting into Windows I only had one of my 4 GPUs installed and that particular one isnt usually the one I use for display. I did a clean reinstall of the graphics drivers and now everything is nice and crisp. More news as it develops.
