Question Can't push 60fps @1080p with a 1080ti in most games.

I bought a gpu off of ebay he had scuffed heatsinks that looked damaged i thought it was fine as i get fine temperatures.
How ever i can't push more than 60fps in most games just @ 1080p
MOBO: ASrock B365M Phantom Gaming 4
CPU: i5 9600k @base clock of 3.7ghz
RAM: 16gb ddr4 @ 2400 mhz
PSU: 700W Gold CaseCom
GPU: GTX 1080TI ROG Strix
Can anyone suggest why or be able to help me, The guy reckons it's a legit card. I have a different opinion but
GPU Usage is about 100%
CPU about 40-80% depending on the game.

Check the resolution scale and uncheck vsync.

I just did a DDU run and reinstalling my drivers. I'll let you know what happens, because i did have dsr enabled. Cheers

Nothing really changed upon disabling DSR, i did get a slight increase in performance. However it's still greatly under performing.
And vsync isn't a problem since i can't even push the 60fps

You've probably made sure your preferred graphics processor is set as the 1080 in Nvidia Control Panel right? Plus also whenever you update a graphics driver the Nvidia control panel tends to reset to its default settings sometimes (If the Keep Current settings option is unchecked.). Anyway, Don't want to be using Intel UHD 630 Graphics.
