Can't tell if bottlenecking.

Hi, I've been playing The Division for the past couple days and have been running into issues with my GPU and CPU. My GPU for the most part doesn't utilize it's full potential. It's usage ranges from around 70-80% while my CPU is always at 100%. I installed the latest drivers, etc. I'm thinking this game isn't very optimized. Is this normal? Any other game I see my GPU at 99% (heaven, witcher 2, metro last light, dragon age inquisition)

My specs:

i5 4670K
ZOTAC EXTREME 980 ti
corsair hx 750
maximus vi hero
installed on ssd samsung evo
16gb gskill

Turn up the GPU settings if you can, see if that pegs the GPU at 100 and drops the CPU. If not, drop the settings. lol.

I went into NVIDIA CP and made sure the division ran at max performance, but still don't see any improvement. :/

What resolution are you gaming at? What fps are you getting? Is it performing badly, or have you just noticed the under-utilised GPU?

If you're gaming at 1080p it explains itself. I suggest upgrading to a higher resolution to get less use for the cpu and more demanding for gpu.

Yes, I'm playing at 1080P, but why would that stop the GPU? : (

Ok, I was able to stabilize the usage by upping the graphic settings ingame. I just dont understand why it wouldn't keeping working even with lower settings.

The GPU is getting faster than the CPU in lower resolutions since it struggles less.

Ok, I know it has to be the game, because every other game runs completely fine. My FPS is being hammered because it isn't utilizing my GPU fully. Anyone else having this issue?

Looking there, the i3 doesn't even peg 100% CPU so somethings weird.

It's just annoying. Is there something wrong with my setup? Something can't be right.
