Can this cause BSOD?
I have been getting them frequently and just noticed that in CPU-Z that the CAS# Latency is different to what I set in the bios.

In the Bios I set it to 17 but in CPU-Z it shows as 18

I have to go for now but you need to do some research and try and figure out why your score is so low.
Install Ryzen Master:
https://download.amd.com/Desktop/AMD-Ryzen-Master.exe
And see what the temperature reads when you run Cinebench.
If the temperature goes too high the CPU will throttle down and give you low performance (low Cinebench score).
You could also download HWInfo and see what it shows (just don't run Ryzen Master and HWInfo at the same time):

Okay no problem, thanks for your help man! Much appreciated.

Temps are fine, I'm at around 62C

If I have aida64 open to check temps, my score is normal.

I got a 2489 with Aida open and 829 when only cinebench was running
