Ok so i got 4 ram sticks there are 2 512mb and 2 1 gigs There Patriot ddr2 800 and there timeings should be 4-4-4-14 and when i check with CPU-Z it says the timmings are 5-5-5-16 why is this? it also says my memory is only 402 mhz clock speed. yes i am running in dual channel.

theres another page but there like 266 mhz and stuff and that not what this is

Cpu-z has the correct speed listed. I'm not going to explain it to you, but it's correct. As far as timings go, you can change them in the bios. If you've got them set manually, it's possible cpu-z is reading them wrong. They have numerous versions of it. If your system is stable and running well, I would leave it alone. You won't notice much by changing timings. Sometimes the system runs smoother overall by running at the default timings.
