cd drive incorrect function

"Incorrect function" error message when you access the CD-
ROM drive, the DVD-ROM drive, or the CD-RW drive
I do not nor never have installed any Roxio software
however teh fix given by microsoft is to uninstall Roxio.

Any other help?
