My CD drive and floppy drive when I double click them it
says this drive is not accessible. My CD-RW drive opens
but it is empty. If I reboot with a CD in the drive it
sometimes picks it up then. How can I fix this?

Floppy:

For a floppy, there must be a disk in the drive in order for you to
access it. If you double click it when there is a floppy in the drive,
that is another story. Check the cables (power and FDD cable) inside the
computer. Also check the BIOS and make sure it is seen there.

CD Rom:

If this CD drive can write CD's, it should allow you to open the drive
even when no disc is inserted. This is because you can paste files in
there to be written at a later time. I do not think a normal CD ROM
drive allows you to do this though. It sounds like everything is
working as it should to me.

Norton Autoprotect will sometimes cause this behaviour.
