Is there a way i can like enter a hue to make my taskbar a different colour
other than the Default> Olive Green > Silver?

You can get a theme editor for Windows XP and write your own theme or
modify existing themes. Check sites like http://www.tucows.com/,
http://www.simtel.net/simtel.net/ for such software.
