That's what I'm saying. Find the benchmarks, find what GPU does 60fps+ on ultra in said benchmark, find price for that GPU = the solution all on their own.
This isn't a question that needs solving or tech knowledge, just someone to spend 10 minutes googling and not wait for an answer.
It is impossible to say if there exists a graphics card or graphic cards (XFire, SLI) that can play every single game at 60 FPS with maxed out settings. A prime example is Batman Arkham Knight which had such severe performance issues that Warner Bros. pulled the game soon after release in June to patch up Iron Galaxy's shoddy port. I think it was re-released last month.
Here's a video review of the crappy PC port of game from Totalbiscuit who has a hex core Intel CPU and two nVidia GTX Titan X GPUs. He was not able to get anywhere near a consistent 60 FPS in that game. Especially since Batman Arkham Knight is locked at 30 FPS. You need to play around with the ini file unlock it. He spends quite a bit of time to rant about the game's 30 FPS lock.
getochkn has already given you a realistic answer, the GTX 980Ti. Whether you choose to accept that answer or not is your own prerogative. See link below for a review of the GPU which includes the Witcher 3. Not sure if the benchmarks is average FPS or max FPS.
