Question CHKDSK /f/x/r doesn't mark bad sector

My HDD has a bad sector, so I run CHKDSK /f/x/r to mark it so the system will not use it again, CHKDSK work until the end and reported that it is already marking the bad sector but it actually doesn't (my steam download still stuck "disk write error"), also the file that is corrupted due to the bad sector is always the same location, meaning the bad sector isn't mark and the system still writes on the same bad sector. I also already full format my disk.

Surface test or full format the drive, so it will mark the badsector.
