Choppy framerate at 60fps?

Hi, so I recently got a new gaming rig. It's not the best but it should perform well. I've been having a problem where it seems like the game is choppy when my character is moving (the background is kind of "vibrating"). Now it says my FPS is at 57-60 at all times. It's playable but annoying and I'd really like it solved.

My monitor does support 60 htz and I'm using a DVI. Sorry about my english and if you can help me please do.

download the new 13.3 BETA driver. they have improved frame latency with that driver.

I found some time to do that, but I'm kind of a beginner at this. Where would I find that 13.3 BETA driver? I've been googling for 15 minutes and can't find it. I'm only finding the 13.2 drivers.

Also would I have to uninstall my drivers right now to download that new driver?
