[SOLVED] Computer Crashing seemingly randomly

Nothing I have tried from previous threads has worked so far. I am a season PC builder with lots of experience troubleshooting, but I have not even diagnosed my current issue. My current PC (specs below) crashes at seemingly random times. It does not instantly crash or blue screen, it stutters, and the entire PC is running at essentially 3 seconds per frame. The audio buzzes and the screens lag and all actions are delayed. The only way to get it to stop is to restart via force shut down as usually it is so inoperable cannot shut it down or restart via Windows 10. I have dialed back overclocks to stock. (even though temps were fine and it was always stable under synthetic and true 100% loads) and I updated drivers for GPU. No luck. I have run diagnositics no all hdd's and sdd's to no avail. Any help or input would be appreciated, this issue is very annoying. Happens once or so a week at random times (no common program or action as far as I can tell) and each time it feels like my PC loses some life.

Asrock x570 Phantom 4
Ryzen 5 3600x (@stock and @4.1 with voltage change)
RTX 2070 (@ stock currently due to this issue)
32 GB G skil rip jaw 3600mhz
Corsair rm750x
Samsung 960 evo 500gb (C:)
some seagate 1tb HDD's
 
Solution
A clean install of windows would be my first thought but you could also run CCleaner first and give the Registry a deep clean, there maybe pathway issues that need to be fixed. Let us know how many issues it finds.
