Question Computer hung up

I had made a previous post about my computer resetting itself and have since tested a few things and have hit a new wall I have replaced or traded all of my parts including my ssd that I am now trying to put windows on but the moment I start the PC and go into bios to select the USB to boot from it shows my motherboard splash screen and freezes there indefinitely


Motherboard-GIGABYTE GA-Z170XP-SLI

CPU-INTEL(R) CORE I5

RAM-16GB DDR4 RIPJAW TWO STICKS

POWER SUPPLY-CORSAIR RM850X

OS-windows 10 home


things I've done to try fixing this include
Updating bios
Resetting cmos in every way
Replaced psu GPU and hardrive
Replaced all power cords
Hooked up a separate drive that freezes and windows automatic repair

I should also mention that I can get into bios just fine and edit things there
