Computer incredibly slow

Hi, for the last few weeks my computer has become very slow:

-Booting takes 1-1.5 minute (including desktop becoming usable)

-Apps/folders/movies/songs that are installed on the hard drive are taking forever to open/delete/right-click/rename

-Even apps that are installed in the SSD are taking so long to open/delete/right-click/rename

-Disk usage is %50-90

-RAM usage is %25 (4GB) when nothing is open, just plain desktop

-Some programs (steam for example)
instantly crashes when openend

-Some games doesn't even open (installed on hard drive)

-Mouse is lagging really hard for about a minute when computer is booted

I have an 6700K (not overclocked), Z170 motherboard, SanDisk Ultra III 240GB SSD.
I took the hard drive from my old laptop (its Seagate ST1000LM014 to be specific)
I would think that the hdd is the problem but why would it affect programs installed in the SSD?
OS is installed in the SSD.

CPU is 22-30 celsisus when idle (3-20% load)
 
I am pretty sure this is more of a soft-ware/malware related problem, rather than hardware. It's most likely that you've got way too many background processes and quite a few start up processes. You could disable all these, but it would take a lot of searching and clicking. The quicker/not-so-quicker method, is to completely reset your entire PC, although, you may keep your files. Doing this will remove any applications/software that was installed from the internet and/or didn't come installed on the pc when you first ran windows. I had exactly the same problem as you, and I know how frustrating it is to launch your PC and have to wait about 10 minutes before anything is close to stable. Once you've restarted your PC, you may download everything you already had, well I don't advise to download EVERYTHING, but only the main things you use, such as games, internet etc... Also, I found while testing, that having many browsers is also a big contribution to computer fatigue. Try to stick to one, I currently use Edge, as it launches the fastest and uses the least amount of processes. Make sure if you REALLY have to download something, for example cheat engine, to untick any boxes, and delete it as soon as you're done with it. You can also delete a build up of installers by going to This PC > Downloads and deleting everything, as they are not the software themselves, but rather the installers (obviously)

I will try to disable every background process i can find, reformatting the computer is almost impossible for me to do because every internet has a quota in my country, downloading every important file/game back would take months to do. I will try it if I don't have any other option. Thank you again.
