Question Computer is Unexpectedly Shutting Down (not thermal or load dependant)

In the recent month, my PC has started to randomly and unexpectedly instantly power off (no blue screen). When this happens the PSU power light on PSU turns off and a single clicking sound from the PSU can be heard. After 1-3 seconds the PSU light comes back on and the PC tries to Reboot (some times boot looping). This shutdown occurs independently of load or temperature. I've had it happen to me multiple times while gaming and while idle in desktop. I've tried pretty much everything to fix it but nothing's solved it so far. I've tried and tested this with a brand new PSU and I get the same problem so it isn't a PSU hardware issue at least. I've also replaced the CMOS battery and as well as updated all the drivers. I've flashed the bios and reset all clocking to factory defaults. I've tried multiple wall outlets at various places and no luck either. Please let me know if you have any ideas or suggestions because I'm at a loss of ideas.

Update: I think I've found the culprit, Looking at my PSU specs it's rated for 860W @ 12V However, it is also rated for 125W @ 5V, 25A. While sitting idle my pc is somehow consuming 140W, 28A across the 5V pins. While I have found the problem, I am uncertain how to fix it. Any suggestions?
