I network 2 computhers, Computer A can access everything on B but if B wants to access A it will you don't have permission to access this folder contact your network administrator

sounds like B was setup for proper shares while A does not have any. Good read about share permissions here (last half of the page is most relevant)

You do have to set up sharing properly and have a user account with permissions for the shared content or setup and use HomeGroup.
