Computer not going idle

I have another issue with a new computer i recently built with Vista Home Premium. For some odd reason it will not go idle, ie. screen saver turning on/ powering screen off. I have set the screen to turn off at 20 minutes in the power settings, and for the screen saver to turn on after 10 minutes, but this never occurs. The computer has a EVGA 680i SE SLI motherboard and a EVGA 8800 GTS 320mb video card. I have tried turning off all programs, and unplugging mouse/keyboard, but still cannot figure it out.

What are your BIOS settings for Power Management?

The power settings are as follows (not quite sure what they mean):

ACPI Function: Enabled
ACPI Suspend type: S1&S3
Soft off by PBTN: Instant off
WOL from soft off: Disabled
PWR ON after pwr-fail

Power on by Alarm: Disabled
Power on Function: Button Only
