In most games I am getting around 20fps no matter how high/low i have the settings and such I think one part of my system is bringing the whole thing down. Any help is appreciated, thanks.

Windows 7 32bit with 4GB of RAM and a 1GB GPU..............that can't help either. You need 64bit to address all that memory.

Overclocking that E8500 to 3.6 or better would help too.
 


I don't think that's to blame quite honestly. He still shouldn't be seeing 20fps in any game with a setup like that.

You are right and I was not offering that as a main reason I just said it didn't help! lol

I have a very similar setup. Have you run a virus/malwarebytes scan yet?
 
OK, not PSU-related then. Right! I have one more suggestion. Go you your Power Options menu and check that your profile is set to Balanced and not Power Saver. When I did a clean install of 7 Professional for the first time, it defaulted to Power Saver for some strange reason. The result of this was that my CPU and GPU refused to run at their full clock speeds and as a result my PC crawled during gaming.

Thanks for the tip but it is already set to balanced. Also, I ran an intel diagnostics tool and it passed but I am not to sure about this bit: Temperature = 2 degrees C below maximum.

Apparentley a 7k cpu score it pretty low for an E8500 and I am getting 1k or in recent tests around 700.
