Question Computer wont boot bios, Already have done most troubleshoot methods.

I assembled this computer that will not boot bios.
gtx 1070
i5 8400
500gb ssd
aorus z370

It continues to go through a boot loop. I actually switched motherboard but it still does the same thing.

Already had taken out gpu still wont work, replaced psu with a evga 700w
