Question Constant microstutter/freezing when computer is in use

Just today, I have started experiencing major microstutters and freezes every second or so. It becomes very apparent when watching videos or listening to music, typing and gaming. With the stutter, it has made it almost impossible for me to do these tasks as it is extremely annoying.

So far I have tried things like isolating my computer from my network, running chkdsk, reinstalling gpu drivers, running safe mode and closing any background tasks. Still stutters.

What can I do?

Asus Sabertooth X79 (version 4701)
RX 580 8GB
32GB DDR3
Kingston A400 240GB SSD
Seagate Barracuda 2TB HDD
Toshiba 500GB 7200 HDD

Have you checked your CPU temp? maybe its too high and your CPU is thermal throttling. if it is taking a can of compressed air and blowing all the dust out your cooler or if theres no dust maybe some new thermal paste

My temps are completely solid, cpu idling at 24 - 30 degrees celsius and hits up to mid 50s under full load while gpu sits at around 45 idle up to 70. Cpu cooler is Corsair h100i v2. And for dust, well I cleaned my computer last week. So it can’t be buildup or temp issues.

I also replaced my thermal paste at that time of cleaning, so I’m not sure.
