Question Cooler or motherboard problem?

Hello. I have a weird problem, any help is appreciated.
My specs are;
Ryzen 9 7900x3d CPU
MSI Tomahawk B650 motherboard
Corsair H115i Rgb pro cooler

I have recently bought the motherboard and cpu and my friend set them up for me. We made aida64 stress test, after 10 minutes the temperature was almost 90 degrees. On idle, it was 35. So, it worked fine. Then I brought the pc to my home and turned it on. The fans were working full speed and they were very loud. When I checked HWmonitor idle pc temperature was around 53 degrees. Although the cooler was working full speed, it couldnt lower the temperature. So I ran stress test again. After 10 minutes, I saw max 71 degrees. When I ended the test, it didn’t decrease below 52 degrees. And the fans kept spinning wild. Now, where is the problem, what did we do wrong?
If we suppose that cooler is not enough, the temperature would be higher than 71 in stress test. If the cooler is enough, why cant it lower the temperature below 52 on idle?
Or can it be because of a faulty motherboard?

Take a look inside - maybe something came loose during the move.

Doublecheck everything, everywhere.
