Question Core 0 stuck at 100% no Matter what

After Windows two days ago my core 0 had been stuck at 100% with the system being painfully slow, I checked the processes, there's no app running that's hogging it, had two fresh windows installs on an SSD and HDD yet the issue persists, any help ?

(Laptop, i5 6300hq, 8gb ram)

Sounds like a driver issue. After fresh installing Windows have you installed all the device drivers?

I'd start with the manufacturers websites for BIOS, chipset, nvidia/amd, etc. Then I'd check for windows updates (and optional updates) .

Could also make sure Hardware-accelerated GPU scheduling is turned on.

I've done everything, the issue persists, it never happened before.

I noticed that the process called "system idle process" time passes much faster than normal (x4 or more, not sure), so there's that too...

Btw My bios is a generic basic one, possibly manufactured by clevo but branded by ldlc, never found an update for it
