Core I7 920 System Suggestions

I need some input my Aunt has asked me to build a computer for my uncle, who mainly computer programs, for his birthday. I have heard great things about the Core i7 920 and its ability to be overclocked. I am looking to have it overclocked to at least 3.2ghz for daily use.

This is the setup I have come up with so far after reviewing a ton of sites and forum boards and need some suggestions:

Case: Antec Nine Hundred or Antec Three Hundred(Open To Suggestions)
Case Cooling: 5 Scythe Ultra Kaze controlled by a SunBeam Rheobus-Extreme
CPU Cooling: Vigor Monsoon III LT, Noctua NH-U12P, or other(Need Suggestions)
CPU Compound:Arctic Silver 5
Mother Board:MSI X58 Eclipse SLI or Asus P6T Deluxe/OC (Need Suggestion)
Memory: What speed and amount should I use?, Limited to 3gigs max due to Vista 32bit preference(
Video:MSI-R4870-T2D512 OC(Open to Suggestions)
Power:Corsiare CMPSU-620HX(Open to Suggestions)
Operating System:Vista 32bit (reason is programing issues with 64 bit)

Any suggestions would be greatly appreciated.

Is there any bennefit to using DDR3 1333, 1600, 2000 Memory or any issues with those two boards?

1600 3g of memory i used i skill from over clockers motherboard asus x58palm why bother with msi when for the same price asus m/b heatsink akasa ak 967 nero and 266 i7 which clocks stable 3.9 but drops it back to 3.6 and does games fine you are better of using 1600 memory if you are overclocking
