In short, no. The "Almsivi Restoration" and "Restore Attributes" options
will permanently restore any damaged attributes (ones in red) back to their
normal values. At least until someone or something damages them again.
Now, the long explanation:
For the Restoration school of magic, any potions, spells, enchantments,
etc., with a *Fortify* effect will wear off in time. Any potions, spells,
enchantments, etc., with a *Restore* effect are permanent. Health is
probably the stat you are most used to dealing so, for example, let's say
you have 100 maximum hit points, but have taken some damage and are down to
75 hit points. If you Fortify your health by 50 points, it will go up to
125 temporarily. When the spell or potion wears off, it drops back to 75.
If you Restore 50 points of health, your health will return to 100 and stay
at 100 even after the spell or potion ends. Fortify effects can take you
above your normal maximum, but are only temporary. Restore effects will not
go above your normal maximum, but are permanent. Your 8 attributes
(Strength, Luck, etc.) act the same way.
Also, for the Destruction school of magic, any potions, spells,
enchantments, etc., with a *Drain* effect will wear off in time. Any
potions, spells, enchantments, etc., with a *Damage* effect are permanent.
Bonelords like to use Drain effects to weaken you, but the effects disappear
quickly after you stop fighting them. Greater Bonewalkers like to use
Damage effects, particularly Damage Strength. Those effects are permanent
until you drink a Restore Strength potion, cast a Restore Strength spell, or
visit a shrine or altar and take the Almsivi Restoration or Restore
Attributes option.
There are three exceptions to the above, where Drain or Fortify effects can
be permanent, or at least require you to take steps to end them, rather than
simply going away in time: Abilities, Diseases, and Constant Effect
enchantments. Abilities are stat boosts associated with your birthsign or
race that are always in effect. For example, the birthsign of The Lady
fortifies your Personality and Endurance both by 25. Diseases are permanent
until you get them cured. Constant Effect enchantments are permanent until
you take off the enchanted item.
In the case of Corprus, the cure only gets rid of the bad effects. I had
not thought of taking advantage of this to allow my Strength and Endurance
to shoot sky high before getting cured. I must warn you, though, that
letting your Strength and Endurance go so high will make the game very easy.
The high Strength will let you kill just about anything in one strike, while
the high Endurance will make you regain tons of health when you sleep. I
would recommend not doing that, at least not this time through. Morrowind
has enough different guilds and religions and Great Houses to make it fun to
play through 2 or 3 times. On your 2nd or 3rd time through, you might want
to give it a shot with Strength and Endurance of 300, but for your first run
through the game, try to play as close as possible to what the creators of
the game expected, and to what a character might really do. If you
contracted a horrible disease, wouldn't you try to find a cure as soon as
possible? I think you'll enjoy your first time through the game more if you
try to get into the story, and play in a way that makes sense for your
character, rather than trying to max out your stats, or trying to join every
guild and faction, or trying to complete every side quest.
