Question Could I run 24gb of ram?

I would buy a new 2x16 set because adding memory is hit and miss even if identical.

Identical modules purchased at separate times can be incompatible. Play it safe go 2x8.

Buy the new 2x8 set and try it with the other set , they may or may not run together. If they don't at least you will have a 2x8 to run.

Ok first off it is never recommended to mix and match ram. There is always a chance they will not work together. As far as ram goes, not knowing your system specs, it is always wise to purchase ram amount together. Having said that. Ram is easily removable, so you could buy a matched kit at 16gb and see if it works with your ram. If it doesn't then you just default to your 16gb set. You should always check your motherboards qvl list to see what ram it calls for and what slots you can use.
