lately i have started streaming but whenever i do my cpu hits 100% usage and then my stream buffers/skips i have no clue why! i stream at 2300 bitrate and 720 30fps

Your only i7 options are 6700/6700k/7700/7700k. For the 'k' cpu you really want a Z170 or Z270 motherboard as the main benefit is overclocking however you don't have to have a Z board, the k chips do have a slightly higher stock speed. What motherboard do you have?
This is the cheapest way to resolve this, you need a stronger cpu with more threads.
Streaming places a heavy load on the CPU as now it has to manage not only the game but the capture process as well. I am not surprised you are hitting 100% with an i5-7400, this is only 4 threads, I suggest at least 8 threads for a streaming build.
For streaming you need more threads, your i5 is not really strong enough as you are finding. You really need an i7 or Ryzen, for you an i7 is the easiest upgrade.

since you already have a 7000-series processor installed in a 100 series board, your BIOS might already be prepared for 7700/7700K support...; the later is not cheap, but, would be the best/easiest/fastest; the more comples solution might be a complete changeover to a 6c or 8c R5/R7 processor /MB combo, which thrive on streaming while gaming)
