Question CPU and GPU Usage

Hello, I have a RTX 2060 and a i7-9700KF with 16GB of DDR4 ram,

I game on this unit and in most games I am finding my GPU usage to be very low (35% or less) and in other games I am finding both my GPU and CPU usage to be below 35%.

Just looking for pointers of things to investigate first, thanks!

brand and model of the psu?
upgrade system?

It is both normal and desirable to see cpu and gpu usage less than 100%
If either was at 100% it would be a limiting factor.
During a game, expect to alternate between 100%cpu and 100% gpu.
Not necessarily at the same time.

How is your performance, that is the question.

What kinds of games do you play?
Sims,strategy and mmo tend to be cpu limited, and particularly single threaded.

Fast action games or high resolution monitors will be limited by the gpu.

Try this simple test:
Run YOUR games, but lower your resolution and eye candy.
This makes the graphics card loaf a bit.
If your FPS increases, it indicates that your cpu is strong enough to drive a better graphics configuration.
If your FPS stays the same, you are likely more cpu limited.
