I got a new gpu (3070 ti) but I've been seeing same performance or arguably worse than my 1050 ti that I had. I think its due to to cpu bottleneck, i checked my ram speed and its 1063 mHZ, Will getting a new ram fix my issue.
btw i have i5 9th gen

and I got someone professional to replace the gpu for me I didn't do it myself

However DO NOT purchase anything here yet until we get more information about how hot the CPU is running under load.

So with that could you please download and install: https://www.ocbase.com/download Choose either personal options they don't matter.
Download and install: https://www.hwinfo.com/download/ (This is so sensors work properly in OCCT)

What you need to do once installed is run the OCCT application and select Linpack and circled in red make sure it is 2021 version.

Circled in green is the start button, press this. (This will be your stop button after 2 minutes of testing too)

Now watch your CPU temperature circled in blue in the top left corner.

Report back here after 2 minutes of testing what the final temperature is.

The make and model and the age of the PSU is relevant since a lack of power to your GPU can cause your GPU to be starved of power. If you're on prior drivers without using DDU, then you can also lose out on performance.

Which i5 in the 9th Gen portoflio do you have?

Help us help you...this is where you include info we ask for or info we need, sans a I don't know, lol.

Some are graphics limited and some are cpu limited.
Since you did not improve with a stronger graphics card, I suspect that you are cpu limited.

And... with a discrete graphics card, the speed of your ram is not very relevant.

I dont know whats DDU so idk what u mean

It is not surprising that improving graphics did not yield better results.
Your performance is limited by the ability to deliver frames to the graphics card.
There will always be a limitation.
Your motherboard would support a stronger processor like a I7-9700K.
You would also likely want a better cooler than the stock intel cooler.
Run the cpu-Z bench test on your 9400F and look at the single thread performance rating.
You should see a score around 452:
By comparison, a 9700K should score 527.

Your ram speed is 1062 for a single stick.
When used in dual channel mode, it becomes 2133 which is normal.
It is unlikely that any ram speed change would me meaningful.

Since you have already upgraded the graphics card and the upgrade is working ok, the PSU is doing the job and does not likely require any change.

Will getting these upgrades n perhaps a better cpu cooler fix the problem
btw i did the bench test the single thread performance is 456
another question, i have a mismatching 16gb ram will it be ok if i plug it in

reported ram speed 1062MHz is correct for 2133MT/s for both single/dual channel
ram speed increase should slightly slightly help in cpu intensive tasks, but not by much, single channel on the other hand creates cpu bottleneck just by itself
 
I5-13400F has 16 threads and a passmark rating of 26206/ 3836.
Definitely a big step up and probably appropriate.
The laminar flow stock cooler that comes with it is excellent.

Two comments:

1) I would spend an extra $25 or so for a non F processor that includes integrated graphics.
Integrated will keep you running if you should ever have a gpu issue.
It also includes quick-sync that may be of use to you:

2) H610 motherboards are the most basic and cheapest versions that usually cheap out on vrm cooling.
Very old stock 6xx motherboards may not have the bios update needed to run 13th gen.
Look for a B760 based motherboard.
If you favor gigabyte, here is one for a similar price:

If your two sticks worked before, it is likely that they will work again.
And, if you go the B760 route, your bios will have better tools to adjust.

That is also a cheap motherboard.
But better than H610 based units.
Look at the square vrm's left and above the socket.
They get hot and any decent motherboard will have some sort of cooling for them.
The rear i/o panel is sparse.
I think you could do better.
