CPU Bottlenecking GPU?

Hi guys,
I have an FX-6300 and an R9 390, I get extremely low FPS in most games and my GPU usage rapidly jumps from 100-2-45-99-1-0-23-100-55-100-1-0-100% etc. My CPU usage is constantly at 96%+ and It never drops below 94%... I am confused as to why my GPU usage rapidly changed and why my CPU usage is so high.
I tested my GPU using FurMark and get 100% usage constantly, I know it is not a GPU fault and think the problem is caused by my CPU.
All driver are updated, I have the most recent GPU and motherboard drivers and just think the fx-6300 is the cause of my issue.
I am just wondering if buying an i5 6400 will remove the bottleneck, Is there any other way to check for a CPU bottleneck that isnt checking for 100% usage?
In general do you think this is a bottleneck?

Yes it will bottleneck the gpu a bit depending on the game, but its not going to bottleneck it enough to cause "extremely low fps" in all games. I have been playing the bf1 beta no issues at all with my fx 6350 and gtx 760 on medium. Are you having issues in all games or a specific game?
 


I get 46fps on BF1 Beta at medium, I also get 28fps gta v ultra. In most games i get lower than what other get if you know what i mean. It isnt "extremely low fps" but in games like fallout 4 i get 25fps on ultra lol. It is generally an issue in CPU intensive games.

Edit: I basically get lower fps than people with the same card but am scared that a new CPU wont fix the issue, i dont want to buy a CPU and find that nothing changes.
 


Doesn't matter what setting i use i still get low fps, On bf1 ultra I get 40 fps and on low 720p i still get 40fps. I truly believe it is a CPU bottleneck but am scared that I will spend $400 on a new CPU and MOBO and the problem will be still occurring.
On GTA V changing the setting has a similar effect, I get 30ish FPS on every setting...

Btw is there much of a difference between i5 6400 and i5 6500?

You should do better than that, I can get get 40-60fps in fallout 4 on ultra with no godrays in fallout 4 with a similar cpu and weaker gpu. I get 60fps in gta v on high settings with no msaa or extended distance scaling (MSAA is very intensive an gta v I would recommend turning it off). And bf4 runs really well on medium. So either my overclock on my cpu is helping me out a lot more than I think it is or you have an issue other than your cpu not being powerful enough. Maybe something weird in your OS or an issue with your graphics driver.

What motherboard do you have? Also what are cpu temps? Also if you have HWmonitor or something, what clock speed are the individual cores getting up to?

Getting a new intel cpu would likely fix your issue even if it is software, you will be switching motherboard so you will have to reinstall your OS and all drivers so if it is software related that will likly solve it, if it is indeed the cpu bottlenecking you then that will be solved as well.
 


No not much 200mhz difference in turbo clock speed. I would get the 6500 if its not that much more expensive, both will perfom about the same.
 


I have an Asrock 970 extreme3 mobo and am running windows 10. When i said ultra GTA V i meant 100% maxed 1440p with the highest anti aliasing.
I am going to do a full OS reinstall and hope to start from scratch. The GPU drivers are correct and I deleted/reinstalled them multiple times.
 


That was my first thought, I have run memtest and have tried using multiple ram sticks (different brands) and have used them in different orders.
I dont think the ram is an issue but either way on the skylake build im going to get new RAM new CPU new MOBO os install and it will be basically new. So whatever the issue is it will be solved xD.
