Question CPU bottlenecking RDR2

My set up consists mainly of 16 GB of DDR3 RAM, 1xGEFORCE GTX 1080ti and a i5-3570k overclocked at 4GHz.

When I play RDR2 on the lowest graphic presets, there times where the CPU reaches 100% in all four cores and the game gets stuck for a while (2-5 secs), this happens more or less randomly, although usually happens around villages and such.

What I would like to know is why at 4GHz the CPU is bottlenecking the game, I'm intrigued, and also how a more modern CPU with lower clock rate could solve the issue (what other factors come into play beyond raw amount of instructions per second).

i5 3rd gen is pretty weak for this game, Rockstar recommends at least an i7 4770K.

This game is very poorly optimized. I was using (still Am) an i7 6700 and a GTX 1070 Ti and it still ran like garbage for me. GPU was constantly at 80-99% usage. It was a bit loud. My CPU hardly ever went below 50% usage and would go up as high as 75-80%. Temps around 65 to nearly 80 degrees Celsius in some cases. I understand this isn't over heating but it's a bit hot.

Matter of fact I made some upgrades just for this game. One of them was upgrading to 32GB of RAM. When I built my gaming rig in 2016 I used 16GB.

For a while in the last few weeks of December and early January it seemed like the game had started to run a bit better. Now when I got into Valentine the CPU usage can shoot up to as high as 90% on some threads. It seems like Rockstar screwed something up.

I suggest getting a refund. You are going to need some really expensive and new hardware to have a good experience with this game. Maybe if they fix it you can buy it again later.
