Question CPU clock speed immediantly decrease to 3ghz in games

The clock speed is at 3.7ghz while im in a different window, as soon as i switch to my game window it decrease to 3ghz immediantly, it's the same in other games, Even when i am in the lobby of the game it's 3.7ghz, but as soon as the game starts it reduces to 3ghz

The games are GTA5 and Valorant

Most likely cannot fix it unless the BIOS has options for manually setting the clock multipliers. You can check Intel XTU, but I wouldn't expect it to allow manual clocking on that Xeon especially with an unsupported chipset.
In some apps it says it is DDR4, but it says DDR3 in the task manager, and it runs at 1600mhz

What does it show on the SPD tab of CPU-Z?

That looks like one of the boards out of china running random hardware so it's probably DDR3 because the chipset is H81 not X99. I've seen several random boards like this and unfortunately there isn't a whole lot you can do support wise.
 
Yeah, this looks like one of those Frankensteined AliExpress motherboards which, while frequently quite clever in execution, are typically going to be compromised in one way or the other. Add in the fact that some unknown hacks in the BIOS are thrown in on top of that, and it's really hard to guess what will remedy the situation, if it can even be done.
