Is a Hyper 212 RGB black edition cooler enough for an I5 9600k @ 4.2 GHz ?

Yes, it would be enough for stock clocks. Personally, I would spend a bit extra on a better cooler that will allow 5.0GHz. But, you can always upgrade it later.
