Question Cpu Core jumping from 0% to 100% every second

hi, im running Ryzen 5 3600 with Gtx 1660 and 16gb 3200mhz ram.
And i have problem with my cpu, jumping from 0% core usage to 100% core usage while gaming. (here is picture https://ctrlv.cz/HnZ0 )
this same thing was doing my old Ryzen 3 3100, i replace it because i though this is caused by Bootleneck.
but it keeps doing the same on r5 3600 and my games stutter because of it....
this happening even when my game is paused, and im alt tabed..
i tryied disable Global C-states in bios= no fix
what i can do to prevent my Cpu behave like this?? all drivers are latest.
when pc is idle, everthing is fine.

Windows running from Sata SSD, and games from M.2 nvme samsung 980
you can see on picture cpu ten is 55-60C
gpu usage stay still on 98%

nope just windows tasks, and windows after burner to see usage per core...

this is pattern from far cry 5 ... but far cry 5 is known for high cpu usage due to denuvo..
last game was Control from epic games store

Are these the only games that have problems?
