CPU Core Load is being distributed unevenly

My 2 Intel Xeon E5504s are distributing the processing load unevenly. I'm running Windows 10. Core Temp shows that my CPU is putting the brunt of the load on a single core for a few moments, then switching it to the next core, and so on. My computer is taking a large hit in performance because of this and is having lag spikes. I'm wondering how to remedy this.

I'm running Counter-Strike, But thats about it. I dont have any other programs to open that would cause the same amount of stress as that game, and I have Multi-Core Rendering enabled

This is a completely new setup, I used to have a different motherboard and I just recently upgraded to new CPU and motherboard. Its a server motherboard, thats why it has 2 CPU's. I reinstalled windows and all that jazz so I'm pretty sure that part is fine. Is it possible the OS or some setting in the BIOS is making this happen?
