Question Cpu Core Temperature Difference Of 36 C at 8% load

Is it normal for there to be a 36 Celsius difference between cores
2)
At 8% usage the cpu is at 80 Celsius and 98 to 100+ Celsius at 100%
is there a problem with the cooler and if there is how can it be fixed as the cpu is only at 100w tdp 5.3ghz

CPU cooler: thermalright phantom spirit 120 evo
Nactua NF-F12 fans
Motherboard: PRO B760-VC wifi ll
version B.D7
Ram: 2x corsair ddr5 32gb 5600mhz
GPU: RTX 4070 super, RX 560
Chassis: atx msi
OS: windows 11 home
Room temp: 25-32 celcius

1) Some difference is normal, but in the low single digits at most.
2) Way too high.

Have you updated the motherboard bios to currency?
Latest updates are essential to protect your chip fro high voltages(which generates heat)
I think the bios version is current as I have the bios version B.D7 01/09/2024 on my motherboard. There are only 3 updates past that date one being a beta version on the msi site. The latest version on the msi site is 18-10-2024 version 7D98vBE
