CPU Fan doesn't work with the CPU_Fan or CPU_FAN_OPT connector

CPU Fan doesn't work with the CPU_Fan or CPU_FAN_OPT connector. When using CHA_FAN connector, the CPU fan spins but the board gets suck on CPU_LED. Does not post anything on screen.

Any ideas as to what might be the problem?

It sounds like a defective CPU_Fan power connector, RMA the board for replacement.
