Today when I switch on my monitor it says no display found so I restarted my PC and during startup it display "CPU fan error"

- Is my temperature ok?
- If you compare the white fans spinning does it seems like the back most fan is spinning slower? Do I need to replace it? (back most fan sticker in the middle seems to be rotating spinning slower)
- Front fan looks still working fine, the fan behind my hard disk has stopped (the only white fan that stop moving in the video, this fan draw air in from front and towards the back), is it important to change it? Can I just remove it if I do not have any new fan to replace now?
- Does CPU fan error mean any fan in the case has error or only CPU fan has error? Does my CPU fan has error? Looks like CPU fan is still spinning fine.
