Question CPU fan speed doesnt go above 800rpm

So yesterday i bought new cpufan and thermal paste (SilentiumPC Spartan 3 LT HE1012 , Thermal Grizzly Kryonaut (1 g) ), i already set it up and when my pc is 45Celsius my fans spinning around 700RPM, and when im gaming its 90C!!! and its spinning 800RPM, why? This fan should be spinning (800 - 2000) according to website. My friend told me that this is because i have weak psu(400W), so I tried to change my graphics card ( HD 7790 ) to an old one ( R7 240-No Pin to VGA) and it still spinning around 700RPM 🙁 I cant even increase my cpu fan speed ( Speedfan - no option for that, only gpu fan) (in BIOS i have no settings like that, only it shows how much it is spinning right now), so im fucked up 🙁 help pls

It is very likely your CPU_FAN header is configured to run at minimum speed, perhaps to be very quiet. You have not told us exactly where your new fan is plugged in, but I assumed it is into the CPU_FAN header. Tell us what mobo you have - maker and exact model number - and we can try to help.
 
Some searching suggests this may have been a mobo made by MSI, model MS-7906 and used by both HP and Compaq. I could not find a manual for it or complete specs, but a similar mobo had a CPU_FAN header with THREE pins, meaning it could operate only in Voltage Control Mode, and a 4-pin SYS_FAN header which MIGHT use PWM Mode. Now, a 4-pin PWM Mode fan should work just fine on a 3-pin header because it never receives the PWM signal and cannot alter current flow through the windings, but it DOES receive a varying voltage from the 3-pin header's Pin #2. What you describe suggests that the voltage between Pin #2 (+ DCV supply) and Pin #1 (Ground) is constantly low - around 5 to 7 VDC - so that the fan is running at minimum speed. That kind of setting has been used as an option in fan configuration used for QUIET operation. So look closely in the CPU_FAN header settings and see if there is an option for another setting, preferably an Automatic or Normal profile that will change the fan speeds as needed.

Thanks for all those photos. I see you have figured out that, for each major menu option across the top, you can highlight one of the items in the list and hit "Enter" or something to get to a second level of sub-menu. BY doing that you have shown us the the choices for items in the Power menu do not give you options to set anything, just to observe the values. I know that many users of complete commercial machines like those from HP, Dell, Compaq, etc. have found their BIOS Setup pages very hard to use with few user-adjustable choices.

Try that process under the Advanced menu for the Device Options sub-menu to see whether they offer any adjustment choices for your fan headers.
