Question I want a Workstation and Gaming PC

Hello, I was looking to build a computer for running multiple VMs simultaneously and a PC that will be able to game with exceptional performance, I decided that I want to go with 2 RTX 4090s, and at least a 1600w Platinum Rated PSU from a reputable brand and get a Corsair 1000D Full tower case, the main goal of this PC is to play intensive games and to do demanding tasks like 3D rendering, machine learning, video editing, Adobe, and especially GAMING. I was stuck on what CPU I should get to excel in work and gaming for this build. My budget for the whole build would ideally be under $7000, Thanks! Ideally, I would want a CPU with 24 cores with exceptional single-core and multi-core performance, I was thinking about the i9 14th gen, but I heard about the instability, would that be a good option, anyways could you guys recommend something for this build?

With the 5080 and 5090 coming soon, I would hold off on any GPU purchases. Given the budget here, I am going to assume you are playing games at 4k. In this instance, I would probably say a 285k is the most well rounded option, without jumping into Threadripper territory.
