Question CPU/GPU bottlenecking with a Ryzen 7 5800X and a GTX 970

Hello everyone. I have a PC right now that has an I5 6600K and a GTX 970. I want to upgrade the CPU to a Ryzen 7 5800X, I always play on low settings and optimized it using NVIDIA inspector, current CPU peaks at 98-100% utilization and GPU at around 20-30%. Will this be a bad upgrade or nah, as I use lowest settings anyways.

upgrading the CPU (plus motherboard and eventually RAM if DDR3) won´t get you that of a boost. GPU runs 20% to 30% because of low settings.
