Question Cpu hiccups

Hi! My cpu is skipping twice every 9 seconds exactly, stuttering my whole pc. It's visible in the taskmanager. It started yesterday and is consistant what do i do?

full system spec? include brand and model of the psu

Intel core i7 8700
Nvidia Geforce RTX 2060
32 gigabyte DDR4 ram

How do i best find out my psu? just turned on my second monitor and it stopped,

Seems only to be happening when not using my 2 screens

I don't see cpu hiccups but gpu usage kind of high for not doing anything

latest driver? malware scan the system?

Gpu usage might have been Obs, just updated drivers and did a malware scan thx for the fast reply btw.
