Question CPU maxed out while GPU under 10% utilization in game

I just switched out the motherboard of my system from and MSI z-370 A Pro to an Asus Tuff z370 Plus. Ever since then I've been getting noticeable stutter in the games I play. Upon looking at task manager, my CPU was constantly at 100% utilization while my GPU would fluctuate between 5-2%, sometimes dropping down to 0%. This was in Black Ops 4. I tested playing Battlefield 5 as well, same thing except the GPU got to about 30% utilization in task manager. Any solutions? Thanks.

Mobo: Asus Tuff z370 Plus
GPU: Nvidia 2070
CPU: Intel Core i7 8700k
Ram: Ripjaws Trident Z RBG (16GB)
 
Reinstalling windows after a board change is always a good idea. Additionally go into bios.and enable xmp. Seems your ram is still running at default speeds of 2133.

Nothing is bad out of whack other than the ram.

I suspect the freezing is due to driver conflicts from old os on new board

I've updated all drivers on this system, but I'll do a fresh reinstall of windows and enable xmp. Thanks for your help!
