please help me,i am using a asrock Penryn1600SLI-110dB (link http://www.asrock.com/mb/overview.asp?Model=Penryn1600SLI-110dB ) and my processor is aan e7400, i cant seem to get it over 3.380ghz with a stock cooling,is this posible?i'm using a 550watts power suply by gigabyte,so please advise

Get an after market cooler.A ZALMEN 9700 works great for me.But you should be able to run your cpu at 3.5ghz.Not on stock cooling though.INTEL stock coolers are fine for stock speeds,but not very good in the overclocking department.Goodluck.

Yes, the stock cooler is your problem. The stock heatsinks for the 45 nm CPU's are half the size the 65 nm heatsinks. There is just no reserve cooling capacity.

Do you mean you it doesnt boot past 3.38ghz? Aftermarket cooler, yes, necessary when you want to keep the OC but I wouldnt say that not having one will prevent you from booting at certain speed(unless your ambient is very high)
I booted to windows with my e5200 @ 4ghz on stock cooler. Post full specs and oc settings
