Cpu oc

Get an after market cooler.A ZALMEN 9700 works great for me.But you should be able to run your cpu at 3.5ghz.Not on stock cooling though.INTEL stock coolers are fine for stock speeds,but not very good in the overclocking department.Goodluck.

Do you mean you it doesnt boot past 3.38ghz? Aftermarket cooler, yes, necessary when you want to keep the OC but I wouldnt say that not having one will prevent you from booting at certain speed(unless your ambient is very high)
I booted to windows with my e5200 @ 4ghz on stock cooler. Post full specs and oc settings
