Question CPU overheating problem ?

I have big problem with temperatures of my i7-13700K CPU . This is how the story goes.

My system is:
Motherboard: Z790-F ROG STRIX
CPU: i7 13700K
GPU: TUF 4070 Ti
RAM: 64 GB DDR5 Kingston Fury 6000 mhz
PSU: EVGA Supernova GOLD edition 750W
Case: TUF GT501 (3 front fans and 1 rear fan)
Water cooling: Arctic Freezer II 280 (radiator is on top)
Disks: 3 x M.2 Kingston KC3000 1TB

My usual temps were:
IDLE: 38-40 CPU 34-36 GPU
GAMING: 55 - 65 CPU 60-65 GPU
RENDERING: 70 - 80 CPU 60 - 65 GPU (depends on what kind of animations)

Those temperatures I had for 2 years, without any problems. Under every workload, I would monitor my temperatures because I am a pc fanatic and I like to take care of my system.
Month ago I started experiencing problem with high temperatures.

During Windows startup, fans on my water pump would go wild. Just after welcome screen of windows, when all icons are loading and all background services, my cpu temp would go to 100 instantly and red flashing light would appear on my motherboard. During copy\paste, CPU temperatures are going to 90s. Not to mention loading the games. It would hit 100 and during gaming, temps would go down to 95.

I decided to test my CPU on old motherboard AORUS Z690 REV 1 which is DDR4, bought new power supply also, changed everything and the problem still remains. Thats when I decided to return my cpu to buyer and they said its a bad cpu and that they will give me new one. I got brand new CPU, the same model i7 13700k. Temperatures are still the problem.

Weirdest thing is that CPU on idle is in perfect temperatures. It goes to 38 and stays that way, but if I do anything like copy/paste, installing, playing video games, loading screens, windows startup, temperatures would go wild.

My final option is to change water pump, because theres no anything else that I didnt do to test what is causing this problem.

I updated my BIOS on each motherboard to latest one, even did undervoltage and problem is still there.

Does anyone have any ideas if this can be caused by bad pump or maybe something else? It's like my water pump does not have enough power to cool down by cpu under medium\high worldloads, but yet, RPM on my pump is at max all the time.

That doesn't hint at what may be going on inside the loop, an additional variable that comes with AIOs.
A pump can be running at full speed, but the microfins on the opposite side of the cold plate are clogged... or it's at full speed, but air is trapped in the chamber. Just a couple of examples.

Put a load on the CPU and feel both hoses while this is going on. If one is noticeably hotter than the other, then that's poor liquid flow - use warranty and get the cooler replaced. If they're pretty close in feel, or you have trouble telling them apart, then the cooler is working fine, so the problem would be somewhere else.
 
Sounds like a cooler problem.
AIO coolers do not last forever.
In time the mechanical pump fails or gets clogged or air intrudes through the tubes.
But a defect at 2 years is unusually quick. Usually around 5 years.
Is your motherboard bios current?
13/14th gen bios updates are necessary to protect your processor from damaging high voltages.

I presume you are not overclocking or fiddling with voltages.
Try setting the windows power profile to balanced and the maximum cpu% from 100% to 99%
That should keep the motherboard from boosting too high and generating heat.
