If you had the highest Ghz CPU currently available, but had low system resources eg. 72, would it substantially affect gaming performance.

I vaguely remember that being a Win9x thing, no? Wasn't there some funky resource meter that you could run?

There was indeed!...

But, to answer the original question, It doesn't matter how fast your CPU is, if you don't have enough RAM to run stuff it's going to suffer.

That said though, I seem to recall that it was damn near impossible to get win98 to report more than ~78% free anyway, so I guess that's probably fine.
