CPU Running 100% at all time using windows Vista

Hi i am running Windows Vista and my CPU in task manager is running 100% but when I go in processes I don't see any process using CPU more than 2 or 3 percent. I am running Vista Home Premium Version 6.0.6001 Service Pack 1 Build 6001. I have 320GB hard drive and 3GB RAM. Each and every program i run on my laptop takes a long time. Its REALLY REALLY slow. Please help.
 
in task manager check the column that says CPU time and look for the item that has the most resources allocated. In most every day situations when the PC is idling the "Idle Procees" should be 95-98 if it isnt then the process in its place is the likely culprit
