CPU speed beyond memory speed

First, i am newbie here so be gentle.

I was testing my computer processor stress test using prime95 to check my processor speed, so I got the maximum speed turbo boost all 4 cores about 3.6 GHz.
So what i'm confused is how the processor speed could beyond the memory speed 3200 MHz? (Correct me if wrong). Also if a processor with 2 cores 1.3 GHz, is it true using 1333 MHz of RAM dual channel mode will be enough or to fast? Thank you.

Specs:
Processor: Intel i5 4670K
Memory: Corsair cmz8gx3m2a1600c9 dual channel @ 1333 MHz
Motherboard: GA Z87m-D3H
 
Solution
DRAM is dependent on capabilities of the MC (memory controller) in the CPU (if you want to run at full data rates. For an i3 are generally looking at 1333/1600

The CPU sppeed and DRAM speed haven't been tied together for a long time, that goes back to the 775 mobos, here though you have 1600 DRAM and it's running at 1333, should go into BIOS, enable XMP and select profile 1 and your DRAM will be up to 1600 where it should be ;)

oh yes i forgot that my memory is running at 1333 MHz and should be 2700 MHz in dual mode. XMP profile was disabled purposely. btw, I dont know CPU speed and DRAM speed haven't been tied together as you say, so if that case, how to choose the suitable RAM speed, example for my processor, because there are many RAM speed from 1066, 1333, 1600, 2133, etc? Also can i calculate if that's possible?
