Question Cpu speed drops and usage gets higher on both cpu and gpu when moving cursor

So i have a weird issue. When i move my mouse cursor my cpu speed drops form 4.17 to 3.86 and when i dont move it, it fixes. Ive tried lowering polling rate nothing. My conclusions are that this is a mouse related issue or driver ones. My only solution is by disabling cpu c states which locks my cpu at 4.07 whatever the cpu workload is but i dont want this to be done instead i want my cpu to reach full turbo speeds and not being locked. Have anyone experienced this type of issue? Is this really a mouse related issue? Can anyone suggest their fixes?
