Question cpu speed goes down when temperature reaches 55-60c after bios update

I have an ashrock b360 pro4 motherboard, after every bios after 1.30 bios i updated throttle my cpu when it reaches 60c. But in 1.30 bios clock speed remain stable to 3.8 gz. I have a good cpu cooler and cpu temp never exceeds 68c during summer while stress testing with prime64 for hours.i also disable the thermal throttle option in bios. and in windows power management is performance and cpu power management in 100%

System:
motherboard: ashrock b360 pro4
cpu: intel i5 8400
gpu: msi rtx 3060 ventas 3x oc
ram: geil 8*2 = 16 gb (dual channle both 8 gb)
cpu cooler: cryorig h7 cpu cooler

bios version: 4.30(c), also tested on 4.30, 4.20.4.00,3.0,3.1..... the same thing happens with all of them

Did you read the yellow highlighted items in those BIOS notes? You're risking bricking your motherboard by downgrading to an older BIOS version. You're advised to be on the latest BIOS version(4.30C), not downgrade them. Also, did you clear the CMOS after you've verified your BIOS update was successful?
