CPU spikes when starting a movie

I have intel core i5 7600K,when I first build my pc it had no problems with this but then I wanted to try the proccesor's video encoder to see is it worth it,so I strated the integrated graphics.Streaming with the encoder wasn't good so I stopped it then I tried it once again to try some settings but it did not fixed the laggy stream.I had this issue with the first starting of the IGD,now it is disabled but the issue isn't fixing.

PS. CPU spike to about 30% and the whole PC is lagging and when te movie is fully loaded it stops.I have RX 480 8GB

i would use glary utilities and check what goes on at start up and disable all auto update sofware except the microsoft one also check in win if the p to p is not on for system update .


I used browser based cryptominer 3 months ago but I recently reinstalled my windows and stopped using anything related to cryptomining.Do I need to clear my browser?
The CPU spikes when I use other movie players like VLC,MPC-HC, it does not happen when I use the integrated one in windows 10
 


This issue happnes often but not every single time.When I Close the browser or windows explorer after time the CPU spikes again.And I don't know why.Maybe the CPU is fucked up
 
When I reinstalled my windows 10 I stopped using everything releated to the mining and there are no strange processes in task manager.When the CPU spikes when opening movies or google chrome restarting the PC fixes it and it doesn't happen till the next PC startup.
 


I think the problem is the Radeon Setting because when I try to open the overlay in games it doesn't open and the PC is unusable for 10 seconds.When I stop the radeon settings,multiplayer games starts loading faster and I have better FPS
